The Idea Booklet (http://supermariomaker.nintendo.com/assets/SuperMarioMakerIdeaBook.pdf) contains a code that shows that this form of Mario slows down underwater, making it easier to see his poses. The code is 9481. The description for the video uses the terms "Weird Mushroom" and "Weird Mario". It is as follows:
"Mario moves more slowly underwater than he does on land. which is perfect for observing '''Weird Mario''''s poses. The '''Weird Mushroom''' appears at random, so the easiest way to find one is by placing lots of Super Mushrooms in a row."
This description is taken from the North American manual, but I checked the European guide book, and it has the same code for the same video.
