I suspect this game is really more of an enhanced port instead of a remake.  new changes and additions are not enough for it to be a remake. it has to be coded from scratch.

Luigi's palette is different, the "grey" Cheep-Cheeps underwater use the intended green (as in the original, graphics using the "green" palette underwater become grey, just as they become orange and turquoise underground), the ratchet scrolling is removed, and unless I'm mistaken, Piranha Plants have a visual glitch where their whole bodies can be seen at all times when emerging from pipes. Not to mention the huge main menu thing with collectible cards, record-keeping, a race-themed mode, levels from Japanese SMB2.... ::So remake I suppose? Seems different enough to me, although I must confess I never played the original.
