I don't think Shy Guy is unlockable in Single Player Mode in Mario Kart 7. My brother unlocked Wiggler and Daisy while playing with me in said game. I think unlocking anything period is available in Mario Kart 7, I think I should fix that.

I at first assumed this meant Shy Guys in the audience, but a crowd of people in the audience push the bomb away, not just a single Shy Guy.
