-I've been watching the "Intro" clip again and again (which, for right now, is the only means we have to compare the sizes of the Koopalings). By my eyes, and with the evidence provided below, I believe he's not smaller than either of the two.

-In this picture, we get a good idea of what the Koopalings look like, fully extended. From this perspective, Morton and Roy seem to be about the same size (Morton may be a bit wider, but that's about it), and both seem to be taller than Ludwig.

-Where-as, in this one, the main thing seems to be that, since Roy seems to be doing a sort of leaning over/mugging pose (as compared to the others doing the "Surprise!!!!" pose), he may seem shorter. But that can't be the case. He's just leaning over, at that moment.
