Also the Spanish version said this:

:::::::Well from what we know they are probably very poor since they talk about the bank sending him a letter because his rent is due. If the Koopa Troopas buy the Shell Stone he even says that he would go to a poor house. So yeah, he probably is a Monty Mole that sells stuff at place (at least in Overlook Mountain). He says that he will move his shop before someone else takes it if you talk to him later.
