I will start off by saying that I am no expert, but in watching the newest world record TAS that was released on November 24th, They still have to get at least one key. No, actually that is what's known as a "star dance clip". If you look that up, you should find something about it. It is not specific to the toad star, and can actually be done with any star, and the way it works is because Mario is able to grab a ledge when he grabs a star (just without the ledge grab animation).
