This seems to refer solely to the bomb-dropping versions, which pop themselves if I'm not mistaken, while the box and item-dropping ones need popped manually with eggs. So the non-enemy version wouldn't be a balloon bomb. Also, it's uncapitalized, and seems to describe the ''bomb'' more than the ''balloon''.
