If you skip any levels in the normal world (and there are at least a dozen you can), then play them for the first time as Luigi, then this item and the P-Wing can and will appear.  I'm going to change both pages, but I figured I should say why first.

:It's simple, you just put {{tem|TPP}} on it, state the reason for merging the articles, say the deadline, and your name so people know who's proposing it.
