His only appearances are three Dr. Mario games where "normal" Luigi doesn't appear, and Mario Kart Tour where he is among the hundreds of other character variants (including Dr. Peach and Dr. Bowser, so Dr. Luigi is not actually the only recurring one). In other words, the only thing setting him apart from the other doctor characters besides Dr. Mario is two more appearances where he is just as indistinct from normal Luigi. I'd rather we split based on how distinct they are than simply an arbitrary number of appearances - I honestly would call for merging Dr. Mario with Mario if it weren't for him being a separate character in Smash, which sets him apart. I also find it odd how this proposal's argument seems to mainly be about Dr. Luigi's distinction from Dr. Mario, as though it was a proposal to split Dr. Luigi from Dr. Mario rather than to split Dr. Luigi from Luigi.
