It complies with the policy you linked: "These works might merit a mention on the relevant subject's page but are not to be given full coverage as they are not endorsed by Nintendo." Besides that, Crazy Junior's existence is intriguing enough to document because its "dev" was already in hot water with Nintendo, and is what ultimately brought the company's CEO from Falcon to Felony.
