Well he shares a lot of similarities and usually in the main story games, there is usually one blue toad and numerous red toads (the spinnoffs usually have large numbers of them). I think it's best to leave him as he is for now seeing as there is a toad species article to relate to. It also seems likely he is the same as he is often seen with the other 4 toads in most of his appearences.
