:Fire Mario and Fire Luigi have all the same info, except the name is different. It would be redundant to keep both. Regardless, Fire Mario is not megred with Mario (as you are suggesting with Baby Mario). Yes, Baby Luigi says "Uh-oh, Baby Luigi time!" in Mario Kart: Double Dash. He says it when you swap him from driver to item-thrower-person during a race

The amount of previously undiscovered manga and stuff that has them is making that rationale crumble now, in my opinion.
