The fact that it's repeated throughout the first half of the track in the ''MK7'' song (and again, the shared pirate theme and Bull Wario), I'm not getting how you're not seeing a reference here. :guy that does music for a partial living here. Are there four notes appegiating downwards in a similar fashion? Yes, yes there are. Would I say that this is necessarily distinguished enough to be a motif repeated? No, I would lean towards the side of coincidence. However, what sells me on this being intentional is the notes immediately following it. While the notes are descending in a G major chord, the second part moves to this funky G phrygian using an Ab and Bb instead. The rhythms between the horns in shipyard and the main theme on gb are different, however the main melody is still there. I assure to you that this is in fact a reference.
